The Great Lakes hold nearly 20 percent of the world's fresh surface water. Yet the United States and Canada together comprise merely six percent of the world's population. What does the future hold for Great Lakes water? Is it a "commons" to be protected, revered? And how did we ever come to think it was okay to treat a living ecosystem as a fitting repository for our waste?
